General Objectives

Governing the practice of engineering profession through issuing engineering licenses, providing necessary services, and addressing the issues being faced by the license holders through independent vocations department at Ministry of Commerce and Industry.

The department provides engineering licenses and related services to the following categories:

- Engineering support service offices
- All types of engineering offices (Engineer office, consultant engineer office, and engineering consultancies)
- Soil, concrete, and materials test laboratories
- Engineering safety consultancy offices
- Professional engineering companies
- EPC companies.

 

Main Objectives

- To study the obstacles being faced by the license holders from the project owners and monitoring bodies, such as the mayoralties and municipalities.
- To implement the qualification system for the license holders to practice engineering activities as per their permitted areas of specialty in coordination with the Ministry of Municipalities and Rural Affairs.
- To carry out field visits to inspect and evaluate the work environment of the license holders.
- To classify engineering licenses.
- To develop licensure procedures for the EPC companies.
- To develop the verification procedures for the applications by the foreign companies for joint company licenses.

 

In order to complete the licensing process of engineering offices within the least time possible, an online electronic service for the engineering licensure has been introduced where the following services could be availed directly online through the website; which includes the basic services such as:
- Opening new office
- Renewal of license
- Opening a new branch
- Renewal of branch
- Changing office license
- Changing branch license
- Change name
- Relocation request​
- Liquidation of the activities
- Cancellation of the license
- Cancellation of a branch
- Opening soil test laboratories
- Renewal of soil test laboratories
- Reissuance in lieu of lost documents.

The electronic services also include submittal of requests for supporting service offices, engineering companies, engineering safety offices, other services such as recruitment and sponsorships changes, and profession change and issuance of relevant documents.

 

Future Plan

- Completion of automation of the remaining services to the engineering offices and companies.
- Offering recommendations for addition of engineering specialties intended to practice through the licensing.
- Establishment of a dedicated section for follow up and monitoring of the engineering offices and companies.
- Link electronically to government authorities to share the license information.
- Coordination with the Ministry of Municipalities and Rural Affairs for implementation of classification.​
