His Excellency Dr. Jamil bin Jarallah Al-Baqawi, Board Chairman of Saudi Council of Engineers (SCE), expressed his happiness for the third anniversary under the rule of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al-Saud -may Allah protect him- noting that what most distinguishes celebration of the third anniversary of allegiance is that more security and stability has been achieved to KSA amid a world full of regional and international changes and disturbances, where KSA and its people have become more firm, secure and assured.
Al-Baqawi said that SCE under the rule of the Custodian of the Two Holy Mosques has undertaken to keep up with the vision of 2030. SCE has formulated its plan for strategic transformation and linked its objectives with practical programs in line with the National Transformation Plan 2020, looking forward to achieve a sustainable environment resulting in intellectual creativity and professional success.
He confirmed that the relationship between the leader, King Salman, and his people enjoys the bonds of love and loyalty, renewing allegiance to him in a homeland that has gained more firmness, political stability and economic prosperity.
He Added that during this era under the leadership of the Custodian of the Two Holy Mosques and his Crown Prince -may Allah preserve them-, KSA has gained prominent position among the world countries politically and economically and the people of this homeland witnesses more progress and prosperity in the most important fields. In the third year under the rule of the Custodian of the Two Holy Mosques and His Crown Prince -may Allah protect them- KSA kept moving forward to embark on the process of building and establishing an important stage whose transformation is felt by the citizens in various fields.
Al-Baqawi stressed that the engineering profession and the Saudi engineer have received special attention from the Custodian of the Two Holy Mosques. They have received more attention that aims to develop and protect the profession, the engineer as well as the homeland, after issuance of several decrees under the rule of the Custodian of the Two Holy Mosques represented in many achievements that contribute in profession and engineer development. The most important decree is the approval of Practice of Engineering Professions Regulating Law, which aims to regulate the profession affairs and reshape its members, including their rights, duties and qualification conditions in addition to application of penalties against violators.
The Council of Ministers also issued the decision to employ Saudi fresh graduate engineers in consultancy engineering services contracts at a percentage not less than 10% of the total project employees. The Council of Ministers also directed government agencies to comply, in consultancy engineering services, with laws, regulations and decisions related to assignment of the consultancy engineering works to licensed consultancy companies and offices. Furthermore, The Council of Minister instructed not to assign engineering consultancy companies and offices to consultancy work and technical support work at the same time. In addition, the Council of Ministers approved the application of Saudi Building Code.
His Highness the Minister of the Interior, may Allah protect him, issued directives to link and verify the issuance and renewal of the residence permits of all engineering assistants professions such as technical professions and others after registration professionally with SCE.
These decisions and directives reflect the evolving future for the profession, engineers, homeland and citizen after the efforts exerted by SCE, which will make a qualitative shift for the development of the engineering sector and its employees in KSA, as well as protect the engineering work from intruders, thereby raising its outputs quality and maintaining the sustainability of development projects.
Board Chairman of SCE pointed out that in the third anniversary of allegiance to the Custodian of the Two Holy Mosques, King Salman bin Abdul Aziz, which coincides with this Monday, the people of this country flashbacks a little on this day when the Custodian of the Two Holy Mosques took office. In the speech he delivered on this historic occasion to the citizens, he formulated the features of the good future and the homeland development as well as emphasized on a number of constants. The leader of this country turned the contents of this speech into a clear action plan over the past two years and continued to work for the service of all citizens without discrimination in pursuit of realization of right and justice.
