The Beginning
The
engineers and authorities in the Kingdom felt the necessity of a
council that will take care of the engineering profession and work on
making a suitable environment for its development. The idea was brought
into the first seminar on the Development of Engineering Profession in
the Kingdom of Saudi Arabia, which was conducted by the Faculty of
Engineering at King Saud University on 23/04/1398 AH (01/04/1978). It
was re-discussed in the second seminar which was held under the
patronage of His Excellency the Minister of Commerce on 25/04/1400 AH
(12/11/1980), and the Engineering Committee came into existence after
the 3rd Saudi Engineering seminar held in Riyadh during 14-15/08/1402,
where a decree by His Excellency the Minister of Commerce was issued
under no. 264 dated 16/09/1402 announcing the formation of the
Engineering Consulting Committee.
On
13/09/1423, the Council of Ministers, headed by HRH King Fahd bin
Abdulaziz, issued the Royal Decree instating Saudi Council of Engineers
and legalizing its statute.
Introduction
The
statute of Saudi Council of Engineers was issued by the Royal Decree
M/36 on 26/09/1423 in accordance with Council of Ministers’ Decree no.
226 dated 13/09/1423. Saudi Council of Engineers is a scientific
professional body that aims to promote the engineering profession and do
whatever may be necessary to develop and upgrade its standards and
those practicing it.
The
main responsibilities of the Council are setting criteria and
standards of practicing and developing this profession including
licensure terms and conditions; prescribing necessary rules,
regulations, and examinations for obtaining professional degrees;
preparation and publication of studies and researches; organization of
courses, conferences, and symposia relating to the profession; and
submission of technical advice in its area of specialization in
accordance with regulations approved by the Council’s Board of
Directors.
The Royal Decree Forming the Saudi Council of Engineers :
The following is the text of the Royal Decree forming the SCE
We,
Fahd bin Abdul Aziz Al Saud,
the King of the Kingdom of Saudi Arabia;
In
accordance with Article (Seventy) of the Basic Law of Governance,
promulgated by the Royal Decree No. (A/90), dated 27/8/1424H;
In
accordance with Article (Twenty) of the Law of the Council of
Ministers, promulgated by the Royal Decree No. (A/13), dated 3/3/1414H;
In
accordance with the two articles (seventeenth and eighteenth) of the
Law of the Shura Council, promulgated by the Royal Decree No. (A/91),
dated 27/08/1412H;
After reviewing the Shura Council decision No. (46/48), dated 19/10/1421H;
After reviewing the Shura Council decision No. (226), dated 13/9/1423H;
Decreed the following:
First: The approval of the Statute of the Saudi Council of Engineers as per the form attached herewith.
Second:
His Excellency the Deputy Prime Minister and Ministers, each within his
own competence, are to implement the decree hereof.
